As the founder and managing partner of Rosales Business Partners with over two decades of experience, Ms. Mara Rosales is dedicated to serving public and private sector clients, including those in the transportation industry, as a consultant as well as an attorney.
Her airport industry experience started with the City and County of San Francisco, where she served as a San Francisco International Airport (SFO) senior staff member for over 10 years, holding high level positions as General Counsel and Airport Deputy Director for Legislative & Regulatory Affairs.
Over the years, institutional, small business and nonprofit clients have commended Ms. Rosales for enabling their needs with “big picture” strategic and creative thinking and the development of forward-thinking policy initiatives. Whether it’s an effective community outreach project aimed at maximizing local/minority business participation in a multi-million dollar construction project or offering business development strategic advice to a small business, Ms. Rosales’ expertise and acumen is second-to-none.

Jim Quadra

As co-owner and partner of Rosales Business Partners, Mr. Jim Quadra is an accomplished attorney and skilled negotiator and mediator in civil litigation matters. Formerly Chief of General Litigation with the San Francisco City Attorney’s Office, he represented the City’s interests in hundreds of cases and issues including complex commercial litigation. In addition to his legal practice, he is also an entrepreneur who understands what it takes to build a business from the ground up.
Along with Mara Rosales, he started Rosales Business Partners with the objective of creating innovative and enterprising public-private partnerships in the professional services area.
Mr. Quadra is a tireless advocate for his clients and enjoys a well deserved reputation of helping small street side businesses successfully navigate almost impossible -to -overcome business challenges .

Mario Gallardo

A partner with Rosales Business Partners, Mr. Mario Gallardo has over 20 years of public sector experience as a senior manager. He worked for the San Francisco Municipal Transportation Agency (SFMTA), Capital Programs & Construction Contracts Administration Department as a principal administrative analyst. There, his duties included planning, developing and managing the Request for Proposal (RFP) solicitation process for professional service contracts.
Mr. Gallardo was the contracts manager responsible for SFMTA’s Central Subway Project Professional Services Contracts, a billion dollar infrastructure program funded by a grant from the Federal Transit Agency.
He is fluent in Spanish.
